This is a follow-up to my previous complaint 11737275 as the vehicle has now degraded to persistent active stalling. The failed component is the fuel pump assembly under active safety recall NHTSA 25V586 (Mopar 93C), and the un-remedied vehicle is completely available for physical inspection upon request. Safety is severely compromised as the vehicle experiences extreme drops in RPM, engine choking, and sudden stalling immediately after fueling because the failing, recalled pump cannot maintain proper pressure to compensate for standard EVAP canister vapor purging cycles. This dangerous driveability defect has been formally brought to Criswell Alfa Romeo, where service staff confirmed the failures but stated they cannot perform the remedy because the redesigned factory replacement component is currently unavailable. While the vehicle remains open for full review by any designated authority, it has not yet undergone formal inspection by the manufacturer, local law enforcement, or insurance investigators. The symptoms first manifested in 2021 immediately before the safety recall campaign became public knowledge, and the vehicle has suffered from these chronic, hazardous failures ever since. The manufacturer's technical summary states that 2017–2019 Alfa Romeo Stelvio vehicles may experience a loss of motive power due to a heat-susceptible fuel delivery module (FDM) losing flow rate, which FCA US will remedy by conducting a voluntary safety recall to replace the FDM with a newly updated Pump Electronic Module (PEM). Additionally quickly googling my vehicle will show that it has fuel pump and acceleration jerking and lag issues that are extremely, extremely, common and troubling. I am also still having the service engine soon issues described in recalls and other forums related to throttle cable. Either none of this has been addressed by the manufacturer or the repairs so far have not been sufficient if it is still so common. On behalf of all Stelvio owners I demand these recalls and issues be addressed in a timely manner. This is going to cost us additional grief, safety issues, and repair costs. The biggest being my safety and my family's safety when we are riding in this vehicle, the acceleration issues are very noticeable and are getting worse. The symptoms are -exactly-what is described online and also as part of the recall. I don't even have the option to get it fixed there is no parts to fix available. This is a very nice vehicle, but this is getting old not having repairs done and the dealers running out of parts etc. Waiting months and months for repairs. - Fiat, Alfa Romeo and their dealerships do not seem to be taking this seriously - at all, they should have pride in their products like the owners do when we buy them. Manufacturer Recall Number: 93C NHTSA Recall Number: 25V-586 VIN: [XXX] After learning about this recall, I have experienced the exact issues described. When the vehicle is exposed to very hot or very cold temperatures, the Electronic Throttle Control (ETC) warning light illuminates, along with the check engine light and the auto stop-start warning light. When this occurs, the vehicle begins to sputter and loses power. It will not properly a-ccelerate and significantly reduces speed while driving. This creates a serious safety hazard, especially in traffic or at highway speeds. A sudden loss of power or inability to accelerate could easily result in a collision, potentially causing serious injury or death. There is currently no remedy available for this recall, yet the vehicle remains in operation on public roads. I do not feel the vehicle is safe to drive under these conditions. I am requesting that NHTSA investigate this issue further and require the manufacturer to provide an immediate and effective remedy. My vehicle is subject to NHTSA Safety Recall 25V-586 (Alfa Romeo Recall 93C) involving a defective fuel pump / fuel delivery module that may cause loss of drive power while driving. I contacted an authorized Alfa Romeo dealership, and they confirmed that my vehicle is affected by this recall. However, the dealership informed me that Alfa Romeo has not yet released a final repair remedy and therefore they cannot perform the recall repair at this time. I contacted Alfa Romeo Customer Care and was advised that the dealership could run diagnostics and potentially perform a temporary or interim repair related to the fuel pump issue. When I relayed this information to the dealership, I was told that I would be required to pay out of pocket for parts and labor and wait for reimbursement once Alfa Romeo releases a final recall solution. I do not believe it is appropriate or compliant with safety recall requirements for a customer to be required to prepay for parts and labor related to a confirmed manufacturer safety defect. This recall involves a loss of engine power, which poses a safety risk while driving. At this time, no no-cost repair, interim fix, or alternative transportation has been offered, and I am being placed in a position where a known safety defect remains unresolved unless I pay out of pocket. What component or system failed or malfunctioned, and is it available for inspection upon request? The low-pressure fuel pump (fuel delivery module) appears to be failing, consistent with Recall 25V-586 / Alfa Romeo Campaign 93C. This causes fuel starvation and loss of motive power. 2. How was your safety or the safety of others put at risk? The vehicle has experienced loss of motive power (LOMP) while driving. At times it jerks or hesitates when accelerating from a stop, and while climbing a hill it suddenly lost power, displayed a Service Electronic Throttle warning, and went into limp mode. This created a risk of being unable to accelerate safely in traffic, increasing the chance of being rear-ended or unable to merge. 3. Has the problem been reproduced or confirmed by a dealer or independent service center? Yes. I described the symptoms to Alfa Romeo Service dept, and they told me it is related to the recall and that other customers have reported the same symptoms and warning lights. However, they advised that there is currently no remedy available, and I must wait for the fix before scheduling an appointment. 4. Has the vehicle or component been inspected by the manufacturer, police, insurance representatives or others? Not yet. Alfa Romeo advised that no remedy is available at this time, so the vehicle has not been formally inspected by the dealer or manufacturer. Advised not to drive long distances until fix determined. 5. Were there any warning lamps, messages or other symptoms of the problem prior to the failure, and when did they first appear? Yes. Check Engine Light and Service Electronic Throttle came on as car lost power and entered limp mode with code P0299. Alfa Romeo Service Dept tech said these warnings match the recall. The vehicle and components are available for inspection upon request. Safety Risk: The vehicle’s failure to accelerate and overheating while in motion creates a serious safety hazard. This puts the driver and passengers at risk, especially if the loss of acceleration occurs in high-speed traffic, intersections, or on highways. Reproduction of the Problem: The issue has recurred multiple times. It has not yet been officially reproduced or confirmed by a dealer or independent service center. Inspections: At this time, the vehicle has not been formally inspected by the manufacturer, police, or insurance representatives. Warning Lamps, Messages, and Symptoms Prior to Failure: The problem is preceded by the illumination of the ESC light, the check engine light, and other unknown warning lights. The messages “Service Engine Soon” and others appear immediately prior to or during the failure. These warnings occur before the loss of acceleration and overheating. The vehicle recently experienced an electrical issue caused by a failed ground strap — a known problem in these vehicles that is widely reported by other owners. After the vehicle became inoperable, I observed smoke and visible signs of burned or heat-damaged wiring in multiple areas under the hood, including ground wires not located near the main strap and crumbling insulation on the ABS wiring in the front wheel wells. The vehicle was towed to an authorized Alfa Romeo dealership, where the ground strap was replaced. However, the dealer did not inspect or document the other visibly damaged wiring, despite my specific request and description of the safety issue. They claimed the vehicle showed no error codes and was safe to drive. My concern is that the failed ground strap caused additional electrical damage to safety-critical components like the ABS system, which may result in electrical fire, loss of braking, or other failures. Alfa Romeo appears to have updated the design of the replacement ground strap (now rubber-insulated), which suggests they are aware of the issue, but they have not issued a recall or TSB. I am filing this report to document the issue and request that NHTSA investigate. Warning light came on that oil level was low. Pulled over as safely as I could on a busy four lane road and opened the hood and saw engine oil and coolant mixed and sprayed all over the engine. Car had never leaked any type of fluids prior to this incident. Had the car towed to one repair shop and was told it would need a new engine. Had it towed to an Alfa Romeo dealer two hours away and was told it needed a new engine too. Initial quote from dealer for a new engine and labor was $22,000. This car is barely worth $20,000. Third party warranty (I bought car used from a dealer) will only pay for gaskets. After weeks of warranty company asking for tear downs of engine and other things, price has risen to $35,000! While reasearching engine malfunctions on Alfa Romeo Stelvios, I have come across many people with similar sitations as mine. Engine replacements at 30,000, 40,000, 50,000 miles. My car has 39,000 miles. This should never happen to car with such low mileage. Called Alfa Romeo customer care and was told that previous owner was not compliant with maintenance and warranty was voided. How do they know that for sure? Just because you don't get your vehicle serviced at the dealership, your noncompliant? I believe that this needs to be looked at from a safety perspective that Alfa Romeo is not doing. During loss of power on busy road and only being able to go 10 mph, we could have easily been rear ended. This total abuse of negligence from Alfa Romeo to recall these engines and fix them, to the warranty company not paying for the engine replacement/repairs, and to the dealer that is charging this extreme amount of money for this. It is clear that the ground wire, which is not insulated or covered in any way, was not sufficiently grounding the electrical systems. Thus, the path of least resistance was the smaller gauge wiring in the electrical harness to include the ABS and starting/charging circuits which melted under the higher load. The extent of the damage is still being evaluated at the repair facility. This defect in the electrical circuitry could, at worst, have caused a fire, but thankfully just left us stranded.
