Upon investigation, visually found low engine oil level, but no oil leaks present anywhere. Refilled oil to correct level on sight-glass, and attempted to restart engine, but engine presented with serious knock and \"bad\" sounds. At slow speed, there is sometimes not braking force when pulling the brake lever. At slow speed, there is sometimes a tremendous amount of braking force when pulling the lever. At high speeds, the brakes are often good and work as expected. At high speeds, sometimes the brakes don't work and require you to release the brake lever and pull the lever again.  The vehicle is available for inspection.  My safety and the safety of others are at great risk when operating this vehicle.   The vehicle has been inspected and serviced by a franchise dealer.  There are no warning lamps, messages or other symptoms prior to the failure.
