Not exactly sure what it's doing I believe it's engaging the brakes to try to stabilize the van when wins hit it from the side.  On at least 10 occasions in the last year and a half 2 years when sidewinds or headwinds hit the vehicle or when passing a semi it activates and it's almost thrown me off the road.  This is a serious safety concern this is my second van that has the same issue right in the row.
