Water and mag chloride got passed the seal causing the slip joint of the steering shaft to corrode and size. The outer tube of the shaft was almost corroded through with visible holes in the metal. I believe this to be a safety concern do to the possibility of the shaft braking while driving. I am a certified Audi technician and have seen this problem on other similar vehicles.
