Operation of the vehicle without working ABS and VSC systems makes the vehicle inherently less safe and stable.  I experienced several episodes of poor braking and skidding when driving in snow or rain before the problem was successfully diagnosed and repaired.  The vehicle was serviced by Orland Toyota several times before the problem was able to be reproduced and repaired.
