The clockspring in the steering column control needs to be replaced, along with a battery transmitter, and an air bag that is in the steering column.  A Jeep service confirmed the problem and is ordering parts at this time.  The parts cost $1,802.31, not including labor.  Not having a horn to use puts myself and others at risk while driving, especially in high-traffic areas.  The manufacturer, police, insurance representatives, or others, have not inspected the vehicle.  There were no warning lamps or messages.
