It happens to remove power steering unavailable code after restarting vehicle several times and power steering returns.  I believe it may be something with ABS as the ECU and EPS is all connected.  If something is off then it goes into limp mode.  ABS was resetted and worked fine and not needing to replace the entire electric power steering.  All started when I had 88K miles.
