I pressed on the brakes and nothing happened. The car continued to move without slowing down. The brakes felt \"blocked\" and unresponsive. I engaged the manual break at the last moment and that slowed me down. But I still hit the car in front of me which in turn hit another car in front of it.   The police report says \"following too close\". But I was not following other cars. The two cars were already at the intersection. I was just coming to this intersection and attempted to slow down as usual. Except that the brakes did not respond.
