This first happened to me with roughly 2k miles on car and is sporadic.  Only cold weather and matches their TSB.  Happens frequently every winter for me.  For last 3 years    When I found Honda TSB 24-085 suddenly the dealer knew this was happening.  Yet I have been complaining for 3 years of issue.
