Further inspection show the frame had rusted enough that the fuel tank strap is no longer attachable. I noticed a recall (U04 / NHTSA 18V-160) was available however my VIN shows no record of this recall being available. So no dealer will assist me with it although my vehicle meets all of the prerequisites the recall states.
