We are a used electric vehicle dealer in California.  This warning has been appearing on parked vehicles repeatedly. Meaning, many of the Model 3's we have listed for sale (over 30 units for sale at any given time) will suddenly have a \"Safety Restraint Warning\" appear.  Tesla is not taking responsibility for this. They always charge the customer.  The airbag system is inoperable with this warning.
