Under further investigation, this is a KNOWN design issue caused by the rear wiring harness that contains the BLIS sensor rubbing against components in the rear bumper. My vehicle has 31000 miles on it and is now out of warranty.  Ford dealers are aware of this issue but claim it is not a recall and not under warranty.
