It is a known issue by Toyota though they won't acknowledge it.  It is widely considered a warranty issue, though some owners face resistance from dealers. Temporary fixes include re-aligning clips, while permanent solutions often require bracket replacements or professional body shop intervention. 2 dealerships have looked at it. One referred me to a body shop and the other said it would involve me replacing the headlamp.
