It looks like the clips that hold it in place have become worn or loose by the weight of the gas nozzle or by the fact that the gas door will not close correctly and car wash machine has made it looser and it appears to not shut all the way, and the body colored panel has fallen off as a result and when you pump gas, the assembly moves may be possibly causing it to leak gasoline if the seal or gasket becomes dislodged because of the loose clips that hold assembly to the body panel.
