This is a safety defect because the backup camera is federally-mandated safety equipment under FMVSS 111. The vehicle has no brightness or display settings available to correct the issue. The problem appears to be present from the factory. No aftermarket solutions are available to correct the factory camera output. The problem has been present since the vehicle was new and is consistent, not intermittent.
