The vehicle was traveling on a roadway with a speed limit of approximately 45 mph when it suddenly decelerated and continued driving at approximately 10 mph. Other vehicles on the road were traveling at normal traffic speeds, creating a significant speed differential.  I was concerned that a vehicle approaching from behind could have rear-ended the Waymo vehicle due to the unexpected and substantial reduction in speed. The vehicle remained at approximately 10 mph for a period of time while surrounding traffic was moving significantly faster.  There were no warning messages, alarms, or explanations provided to me before the deceleration. There was no collision, injury, or property damage, but I believe the situation created an unreasonable safety risk.  I contacted Waymo support during the incident. I was informed that the vehicle had entered a \"restricted zone,\" but I was not provided with a clear explanation of what that meant or why it required the vehicle to travel at approximately 10 mph on a roadway where traffic was moving much faster.  No emergency services responded. There was no collision.
