On the most recent trip to the dealership this problem was diagnosed, and the invoice states recommend replacing vacuum lines, actuators and all affected parts. The dealership will not send in the warranty claim stating there's not enough evidence. This is a known issue with leaking water pumps and coolant ingress into the vacuum system.
